Introduction

William Cray has 40 years experience, including service as chief patent counsel for one of the largest divisions of Digital Equipment Corp., for Analog Devices Corp. and for Rockwell Semiconductor Systems, Inc. Mr. Cray has counseled clients in strategies for enterprise-wide intellectual property identification and protection, and then deployment through licensing, technology transfer, strategic alliances, mergers, acquisitions, spin-offs, and litigation. Mr. Cray has a J.D. from Catholic University in Washington D.C., clerked for two years for Hon. E.. Avery Crary, United States District Court for the Central District of California, Los Angeles. Mr. Cray has practiced with Arnold, White and Durkee in Houston, TX; and Greenberg Traurig in Florham Park, NJ.

Legal Practice

Bill has represented and counseled inventors, investors, startups, and established companies in intellectual property matters. The scope of representation has included:

  • counselling regarding strategies and practices for enterprise intellectual capital identification, evaluation and protection, including patent and trademark application preparation and prosecution, trade secrets, trademarks, and copyright;
  • counselling regarding licensing, technology transfer, strategic alliances; avoiding, prosecuting and settling litigation, validity and infringement opinions, development and co-development and other technology investment transactions, due diligence for mergers, acquisitions, and spinoffs and during the negotiation and preparation of the transaction agreements.

Bill has special expertise in:

  • electronic, electrical and electro-mechanical arts, including computer, communications and controller hardware, control systems, software, and algorithms, especially system level software, systems and information processing software, business methods, including Internet and other networked technologies such as ecommerce, e-advertizing, consumer payment transaction processing and social networking technologies;
  • mathematically-intensive computation such as encryption, communications, image capture, construction and interpretation, digital and mixed signal transmission, error correction and processing, telecommunications, memory management, networking, satellite navigation, and signal processing;
  • analytic, diagnostic and metrology systems and optics; and
  • all aspects of semiconductor MEMs, CMOS and Bipolar device structure and circuit design and fabrication processing, semiconductor device structure and circuitry, DUV and EUV photolithography light sources, and equipment technologies.

    • Bill served in the United States Navy Nuclear Submarine Force and made two Polaris Missile deterrent patrols on the USS George Washington, SSBN 598. He helped bring the ship through a shipyard reactor refueling and overhaul in Charleston, SC, before resigning his Commission as a LT. USN.

Bill is a member of IEEE, and is an active member of IEEE’s Intellectual Property Law Committee. He is a former Chair of the Semiconductor Industry Association (“SIA”) Law Committee, and member ex officio of the SIA Public Policy Committee.

Bill was a member of the U.S. Delegation to the Washington Treaty Conference in Respect of the Protection of Semiconductor Mask Works Rights and related preliminary Technical Conferences. He is a member of the California Bar Association.
